Oriental Band Of El Hasa Shriners By-Laws

Article I - Name and Purpose

Section 1. This association shall be known as the Oriental Band of El Hasa Shrine A.A.O.N.M.S. of Ashland Kentucky.

Section 2. The purpose of the Oriental Band is to promote the welfare and general interest of El Hasa Shrine by serving the Shrine in the capacity for which the association is intended and participating in the activities designated by El Hasa Shrine.

Article II - Membership

Section 1. Membership in the Oriental Band shall be composed only of members in good standing of El Hasa Shrine, who have joined the Oriental Band.

Section 2. Membership shall consist of four categories and shall be designated as :

Active Members * Probationary Members * Inactive Members

Honorary Members

 (A) Active Membership. An Active member is one who has been accepted by a majority vote of the Oriental Band members.

(1) Requirements for active membership are :

(a) Current dues paid

(b) Ability to play an Oriental Band instrument to the satisfaction of the Musical Director of the Oriental Band or fill any position at the discretion of the Director.

(c) An active member must agree to take in the activities the Oriental Band, as set forth in Section 2, Sub- paragraph 2.

(2) Requirements for retaining active membership.

(a) An active member is expected to attend (1) one practice meeting per month or (10) ten per year, if not physically handicapped. He must attend at least (3) three Shriners parades as designate by the officers of the Band. (

B) Probationary Membership. A member of El Hasa Shrine desiring to become an Oriental Band member in the Oriental Band must serve a probationary period of membership, as here in after set forth, to enable him to become familiar with the Oriental Band and its workings and to give him an opportunity to prepare for active membership.

(1) Upon presentation of an application signed by (2) two active members of the Oriental Band, a candidate for probationary membership may be admitted to said probationary membership for a period of (3) three months from the date the application is approved by vote of a majority of the active members at a regular meeting.

(2) During this period the probationary member is expected to learn to play an Oriental Band instrument or fill any position at the discretion of the Band Director. If his ability is proven to the satisfaction of the Director, he may be admitted to active membership upon a majority vote of the active members provided an opening exists in the active membership.

(C) Inactive Membership. An inactive member is one who was formerly an active member for a period of at least (5) five years. (1) An active member may request inactive membership, which may be granted by majority vote of the other Oriental Band members at a regular meeting. (2) An inactive member may take part in the social activities of the Oriental Band on the same basis as an Oriental Band member and shall be entitled to membership in the Association of Shrine Oriental Bands. (3) An inactive member is entitled to wear an Oriental Band Fez, provided the fez is his own personal property.

(D) Honorary Membership. The President of the Oriental Band may confer an honorary membership on any noble of the Shrine who has done outstanding work in promoting the welfare and interest of Oriental Bands. This membership is intended for Nobles of El Hasa or any other Shrine. Any active member may recommend to and seek approval of the membership of any Noble for this honor.

(E) Members not paying dues within (6) six months of the annual meeting shall be suspended from all activities until such dues shall be paid.

(F) Members not paying dues of (1) one year shall be dropped from membership.

Article III - Annual Dues

Section 1. The annual dues as hereinafter set forth, shall be payable at the annual meeting each year and shall be used to pay miscellaneous expenses of the Oriental Band.

 (A) Dues for active members shall be ($15.00) fifteen dollars and shall include membership dues in the Association of Shrine Oriental Bands and in the and. South Atlantic Shrine Oriental Band Associations

(B) Dues for probationary members shall be ($15.00) fifteen dollars payable with application.

(C) Dues for inactive members shall be ($15.00) fifteen dollars.

(D) The payment of dues of any member shall not be refunded.

Article IV - Officers and Meetings

Section 1. The regular meeting of the Oriental Band business meeting shall be on the second Tuesday of each month at 7:30 P.M. All other regular practices shall be 1st, 3rd, and 4th Tuesday night at 7:30 P.M. unless the Band Director decides otherwise.

Section 2. Annual Meeting. The president may designate a regular meeting during the months of December or January as the annual meeting, or he may call a special meeting for this purpose to be held within 31 days of January 1 by properly notifying the Oriental Band members.

Section 3. Officers of the Oriental Band shall consist of a President, Vice President, Secretary, Treasurer, Band Director and (4) four Directors who shall be elected in November from the active membership. Each officer shall serve for a term of (1) one year.

(A) The Directors shall also serve as the Membership Committee, Paper Sale Committee, Fund Raising Committee and shall regulate the active membership.

(B) The Vice President shall serve as the Uniformed Units Representative

Section 4. The representative to the annual session of the Association of Oriental Bands and the South Atlantic Shrine Oriental Band Association shall be the President and/or any active member duly elected. The representative shall be expected to pay his own expenses to attend any meetings.

Section 5. The President shall preside at all meetings and in his absence, the Vice President. The President may appoint committees, and he shall be the ex-officio chairman of all committees. The President may appoint a custodian of uniforms and instruments who shall report directly to the officers and who shall have any power invested in him by the officers. He shall be considered an active member with all privileges of an active member.

Section 6. The Band Director may appoint one or two assistant directors, as needed.

(A) The Band Director or Assistant Band Director shall be in charge of all band practices and musical activities It is the responsibility of the Band Director to appoint the Drum Major and or Rajahs.

Section 7. The President shall appoint one member to be correspondent to the Na Khabar magazine and Camel Talk.

Article V - Order of Business

Article VI - AMENDMENTS

Section 1. These by-laws may be amended by the active membership at any regular meeting or any special meeting called for that purpose. The proposed amendment must be prepared in writing and read at the regular meeting immediately prior to the meeting in which it is presented to the membership. The amendment shall become a part of these by-laws upon favorable adoption of two-thirds of the membership present at the meeting.

Section 2. Any portion of these by-laws that are contrary to the governing rules and regulations of El Hasa Shriners shall be amended to be consistent with the principles of the Shriners.
